MFA head Sergey Lavrov noted that the organization is open to all countries, irrespective of Commonwealth membership. He also mentioned that the decisions would be conveyed to the heads of state on October 13.

The decision was approved during the Council of Foreign Ministers meeting of CIS member states on October 12 in Bishkek. Sergei Lavrov
