Up to 10 million compatriots to be brought to Russia under state program by 2025

Russia completed the formation of an institutional infrastructure, which will be engaged in activating a program of voluntary resettlement from the CIS countries. The focus will be on countries where the largest number of Russian-speaking population is concentrated. In March, a working group was created to implement the new Concept of State Migration Policy for 2019-2025, initiated by Russian President Vladimir Putin. Experts expect that the Concept will allow to bring from 5 to 10 million compatriots to Russia in the coming years, Kommersant reports. 

Vladimir Putin has repeatedly stated the need to intensify work on attracting immigrants to Russia, since the breakthrough on the issue of migration can become one of the most effective tools for solving the demographic crisis. Leaders of Russia see opportunities to increase the number of resettling compatriots in creating favorable conditions for them to live in Russia, and simplifying legal procedures for registration and receiving citizenship. 

In parallel with the activities of the working group, Deputies of Russian State Duma will consider a number of legislative initiatives that will facilitate the relocation and resettlement to Russia. If the initiatives are taken, residence permit for foreigners, which is now issued for 5 years, will be indefinite. Citizens of Ukraine who have received Russian passports will be able to get a job in state agencies of the country, including police and special services. The changes may also affect those who have issued Russian citizenship with violations. It is planned to introduce an amnesty for them, which will make it possible to correct the shortcomings and inaccuracies while retaining citizenship. 

The concept authors consider countries with a high concentration of the Russian-speaking population as donors. These are Ukraine, Kazakhstan, Uzbekistan, and Moldova.
