As Moscow Capital administration has shared the respective arrangement was reached in the course of the negotiations that took place in December 2017 during the Lima delegation Moscow visit. At the same time Moscow and Lima have signed the 3-year cooperation between the cities.

The festival program contains concerts and master-classes from recognized Russian musicians. Presentation and round tables are also planned. Muscovites have proposed to organize photography exhibition dedicated to the history of the Russian capital, and to the development of the relations between two countries.
