Putin proposes new measures to support small businesses

Russian President Vladimir Putin presented additional measures to support small businesses before the meeting with government members, the Kremlin’s website reports.

According to the head of state, it is necessary to include small and medium-sized companies involved in the sale of non-food goods to the list of the most affected sectors. This list already includes catering, tourism and hospitality sectors.

The President noted that the authorities will take systemic measures to help small businesses. The state will provide additional direct financial assistance free of charge to small and medium-sized firms. Enterprises will be able to send money for salaries to employees, maintaining the level of remuneration for two months - April and May. Putin stressed that the amount of support will be calculated by the number of employees at the beginning of April. Its size will exceed twelve thousand rubles per person per month.

To receive financial aid companies shoud maintain employment at the level of not less than ninety percent. Funds for May will come in June.

Vladimir Putin recalled that the government proposed to issue interest-free loans to pay salaries. But time has shown that commercial banks are not too willing to take this measure. Therefore, three quarters of such loan products should receive guarantees from the state Vnesheconombank. This will reduce the risks for commercial banks.

The head of state also considered it necessary to add system-forming enterprises that are important for the entire national economy to the list. He proposed to provide soft loans for working capital.

Another two hundred billion rubles will be allocated to ensure the sustainability and balance of regional budgets.
