Russian parliamentarians may return to work at PACE on Tuesday, June 25, TASS reports. If this happens, then one of the biggest crises of recent years, which posed a threat to the foundations of the Council of Europe, will come to an end. In addition, sanctions against parliamentarians to be disavowed as a way of exerting pressure on the country.
Some countries tried to prevent Russians from returning to PACE. In particular, it was proposed to bring Moscow to justice for non-payment of contributions. This idea, like some others, did not receive any support.
The draft resolution to allow Russia participating in the summer session, was discussed until night. Ukraine and Britain, proposed over two hundred amendments. As a result, 118 delegates supported the document, 62 voted against, and 10 abstained.
Russia received an invitation to the summer session, and PACE amended the rules, which prohibit depriving its participants of the right to vote.
State Duma Speaker Vyacheslav Volodin believes that the adoption of a resolution by delegates is encouraging, as it proves that the majority in PACE have not lost their common sense. Meanwhile, Kiev representatives in doing their best to push through anti-Russian measures, acknowledged that their initiatives did not find support.
Today, the assembly must confirm its authority, and a new round of confrontation can begin here.
The regulation maintains a norm allowing 30 representatives of the assembly from no less than 5 countries to challenge the authority of a particular national delegation when they are confirmed.
The speaker of the lower house of the Russian Parliament explained that any restrictions in authority would lead to the withdrawal of Russia from Strasbourg. And this will raise the question of the future stay of our country in the Council of Europe.
