Russian language restrictions are set in Ukraine

Several articles of the law on the state language have come into force in Ukraine, TASS reports. From Friday, July 16, mass events should be held in the Ukrainian language, foreign films should be translated into it. The language proficiency exam is also introduced for the state language.

One of the articles of the law prescribes to hold concerts, entertainment and cultural events, as well as excursions, in the Ukrainian language.

Foreign films must be dubbed into the state language as well. It is allowed to screen them without dubbing, with Ukrainian subtitles, within the framework of film festivals, as well as in movie theaters, but only if their share does not exceed 10%. Several weeks ago, a number of deputies in the Rada tried to annul this article, but the parliament did not support the proposal.

The language proficiency exam will be conducted by the National Commission on State Language Standards. It includes tests, a written assignment and an interview. Those who pass the test will receive a certificate that is valid indefinitely. The exam will have to be taken by officials, prosecutors, judges, law enforcement officers, heads of educational institutions, as well as applicants for obtaining Ukrainian citizenship.

The scandalous law on the state language was approved by then president Petro Poroshenko. It prescribes the exclusive use of the Ukrainian language in almost all spheres of the country's life. It is now considered a violation of the law to "deliberately ignore the Ukrainian language in public space."

The Russian Foreign Ministry has repeatedly stated that the rights of Russian-speaking residents in Ukraine are constantly violated. The UN emphasized that cases of hatred against representatives of national minorities, including Russian-speaking, were recorded in the country.

The provisions of the law on state language come into force in stages. At the moment, advertising, science, healthcare, and the service sector have been transferred into Ukrainian. The share of Ukrainian-language broadcasting on television and radio is at least 75% per week.

A year later, in July 2022, fines for violations of the provisions of the language law will come into force. In 2024, the "public humiliation or insult" of the state language will be legally prosecuted.
