Putin signs law on exams for foreigners

The Russian president Vladimir Putin signed a law on a unified approach to the conduct of a comprehensive exam in the Russian language, history and fundamentals of Russian legislation for foreigners, according to the official Internet portal of legal information.

The document establishes the requirements for the level of proficiency in Russian as a foreign language, knowledge of the history of Russia and the basics of Russian legislation, depending on the purpose of the foreign citizen (work, temporary or permanent residence).

The validity period of the corresponding certificate will depend on the purpose of obtaining. The certificate is valid for three years for obtaining a temporary residence permit, work permit or patent, indefinitely - for obtaining a residence permit.

Not all educational institutions can organize testing of foreigners and issue certificates of its completion, but only those that are included in the official list. Previously, regional authorities themselves determined such organizations.

Issued certificates will be uploaded to the federal information system. Citizens  won't have to provide this document when receiving various state or municipal services.
