At present, in order to get their certificates of secondary education school leavers are to get minimum scores taking two compulsory USEs in the Russian language and mathematics. According to the law authors, even five grade school children doing well manage to do that. The law authors also underline that the USEs currently taken are too simple to pass and they affect the quality of school education in a negative way.

The introductory report says that the USE in the Russian language should be taken on a voluntary basis and deputies of the Karelian Legislative Assembly suggest introducing of a final composition as form of the exam which is supposed to be graded at the same schools where school leavers have written them.
