The State Duma has begun to consider in a first reading two rather important laws dedicated to the education system for the arts. This education system has traditionally been built on a three-step sequence – children’s art schools, arts colleges and academic-level art programs. The laws currently under consideration are aimed at preserving this system. Chairman of the State Duma Committee for Culture Grigory Ivliev commented on this legislation now under consideration.
The two pieces of legislation that we are currently considering in a first reading fill the legislative gap in the regulation of education with regard to arts and culture. They enable provisions of the Concept for Development of Education in the Sphere of Culture and Art adopted by the Cabinet back in 2008.
The first piece of legislation is devoted to the arts education at the level of vocational schools. We are proposing the adoption of integrated educational programs for such schools. That is, the program for vocational education in the arts will include two components: a vocational arts education and a full basic college education. This will allow graduates to receive documents certifying both their general education and their professional specialized education. So if certain students do not want to continue their studies in the first chosen vocation, they can continue on in any other focus of study of their choice.
The second piece of legislation now under consideration is devoted to children’s arts schools. It is proposed that supplemental professional preparatory programs in the arts be arranged. The requirements in terms of structure, minimum requirements and realization conditions for such programs will be determined by the Ministry of Culture of the Russian Federation. Following completion of such schools, a child will complete a final attestation and receive a certificate of mastery. The form of the certificate as well as the format for attestation will also centralized for all children’s arts schools by the Ministry of Culture.
With this legislation we will also confirm the right of state organs to provide support for the realization of professional preparatory programs in the arts. This support can be provided in various manners, including through subsides from regional budgets.
In late February the State Duma passed in a first reading another piece of legislation on arts education introducing the term “assistantship-internship” as one of the forms of postgraduate preparation for those with degrees in the arts and culture.
