On October 24 the State Duma Education Committee hosted a roundtable discussion on Improving State Attestation in the Public School System.
The roundtable was moderated by Vyacheslav Nikonov, Chairman of the Education Committee and Chairman of the Management Board of the Russkiy Mir Foundation, who began with a quote from Winston Churchill – “democracy is the worst form of government except all those other forms that have been tried from time to time.” Nikonov noted that the Unified State Exam, which the discussion would focus on, was perhaps not the ideal instrument for measuring knowledge, but no one had suggested anything better. He asked those present to refrain from once again engaging in a dialogue about the pluses and minuses of the USE but rather to focus on how to fix the minuses and increase the number of pluses. He then listed 10 suggestions for improving the current situation and 10 issues which would have to be resolved in 2014.
They included creation of an open database of USE questions from previous years, increasing the number of public observers, banning mobile phone use, increasing the liability of social networks for the distribution of illegally obtained exam information…
More information on these and other proposals was offered in the main presentation by Deputy Chair of the Education Committee Irina Manuilova.
Representative of the Ministry of Education and Science Anastasia Zyryanova and head of the Federal Service for Oversight in Education and Science Sergei Kravtsov shared their vision of the issues concerning the state exam.
Participants of the discussion included the heads of State Duma party factions, Duma deputies and members of the Federation Council, representatives of ministries and departments, regional legislators and executive branch administrators, as well as representatives of public organizations and professional education societies.
