Nationwide vote on constitutional amendments scheduled for April 22

Russian President Vladimir Putin has signed the decree on the nationwide vote on April 22, the Kremlin’s website reports. The document notes that there will be only one question put to the vote: "Do you approve changes to the Constitution of the Russian Federation?"

During a meeting with the head of the Central Election Commission (CEC) Ella Pamfilova Putin noted that, if the development of the situation with the coronavirus infection interfered with the vote, it would be postponed. The president recalled that, according to the law, voting should take place no earlier than a month after signing the order. But, he added, legislation does not limit later dates.

According to the president, the epidemiological situation in the country is not as acute as in many other states, but the spread of the virus has affected Russia as well. Vladimir Putin expressed confidence that the importance of amendments to the Constitution is difficult to overestimate, but "there is nothing more important than the health and life of our citizens."

The head of the CEC confirmed that the Russian electoral system is ready for the all-Russian vote. Ella Pamfilova assured that all measures will be taken to ensure the safety of citizens’ health.

The amendments to the Basic Law are going to set the new requirements put forward to the head of state, members of the government and government officials. They consolidate the state’s social guarantees to citizens, change the powers of parliament, prohibit the alienation of federal territories, and establish the status of the Russian language. The amendments give the incumbent president the opportunity to run for this post again in 2024.
