Russia convenes UN Security Council in connection with law on state language in Ukraine

The violation of the Minsk agreements by the Ukrainian authorities will be discussed at the meeting of the UN Security Council on Tuesday, July 16. It was convened at the initiative of Moscow, TASS reports. The meeting is timed to the law on the state language in Ukraine, which is entering into force.

According to Dmitry Polyansky, who holds the post of Deputy Permanent Representative of Russian Federation to the United Nations, the text of the Minsk Agreements clearly spelled out the need for language self-determination of the residents of Donbass. If Donetsk and Lugansk return to Ukraine, the new document will not allow them to do this, the diplomat said. In Russia, they believe that the law contradicts the Minsk agreements.

Polyansky recalled that Russia had already offered to convene an extraordinary meeting on this topic, but Western countries did not agree, explaining the refusal with an unsuccessfully chosen date. It coincided with the entry into office of the new Ukrainian President. Such a meeting was considered not too timely. Western countries have argued that it would interfere with the democratic processes in Ukraine.

Russia proposes the international community to give an objective assessment of the new law. Presentations will be made by UN Under-Secretary-General for Political Affairs Rosemary DiCarlo and OSCE High Commissioner on National Minorities Lamberto Zannier.

As Russkiy Mir reported, the law, which will make even more pressure on those who speak Russian and on representatives of other national minorities, will begin to act in Ukraine today, on July 16. Many of its provisions are not consistent with the international obligations undertaken by Kiev, and contrary to the Ukrainian Constitution. The law also does not comply with the Minsk agreements. It will only aggravate the split of Ukrainian society and further alienate the prospects for resolving the crisis that Ukraine is going through.

According to the new law, Ukrainian will remain the only state language in all spheres of public life throughout Ukraine. Its use will be mandatory for all authorities at all levels - from state to municipal. It will work in the service sector, health and education. The new law does not affect only interpersonal communication and religion.
