New Russian visas for temporary residents

Russian parliament members supported in the last third reading a draft law about a new visa’s type meant for foreign citizens obtaining temporary residence permit in Russia, IA Interfax informs. The new visa will be issued for foreign citizens or persons without citizenship together with temporary residency permit in the country for the valid period of the permit.

Besides, the new draft law specifies a notion of visa. The definition is amended that a visa is a document necessary for foreign citizens to stay on the territory of the Russian Federation. The present version of the law states that a visa is necessary only for entering Russia or transit travel via the territory of the Russian Federation.

The draft law is prepared in pursuance of the Constitutional Court of the Russian Federation decree issued last winter. According to the decree, foreign citizens and persons without citizenship with temporary residence permit are allowed to enter the country or leave it based on the effective ID documents and a visa for temporary residents, unless otherwise is stipulated by Russian international agreements or decrees signed by Russian president.
